Abstract
Yerel yönetimler merkezin halka dönük yüzü olup halkla doğrudan birebir iletişim halinde olan kurumlardır. Demokrasinin, eşitliğin yatağı siyasetin beşiğidir. Muhtarlık kurumu ise yerel yönetimlerin en küçük parçası, yerel siyasetin ilk basamağıdır. Bu bağlamda muhtarlık eşit temsilin, demokrasinin sağlanmasında çok önemli bir görev üstlenmektedir. Kadınların siyaset içerisinde kendisini gösteren eşit temsil sorunu muhtarlık kurumunda da etkisini göstermektedir. Türkiye’de kadın muhtarların oranı %3tür. Bu oranın düşük olmasının ardında pek çok sebep barınmaktadır. Fakat hepsinin ortak noktası siyasetin ataerkil zihniyetin hakimiyeti altında olması ve kadınların oraya yeterli görülmemesidir. Bu çalışmada kadınların yaşadığı eşitsizliğe denilmiş, muhtarlık kurumuna açıklık getirilmiş ilk kadın muhtarımız Gül Esin ve beraberinde ülkemizden kadın muhtar örnekleri verilmiştir. Son olarak kadınların eşit temsilinin çözümüne, siyasete katılımın kadınların hayatına etkisine açıklık getirilmiştir.

Abstract
Local governments are the public face of the center and are institutions that are in direct contact with the public. The bed of democracy and equality is the cradle of politics. The mukhtar institution is the smallest part of local administrations and the first step of local politics. In this context, the headman's office plays a very important role in ensuring equal representation and democracy. The problem of equal representation of women in politics also shows its effect in the institution of mukhtars. The rate of female mukhtars in Turkey is 3%. There are many reasons behind this low rate. But the common point of all of them is that politics is under the domination of patriarchal mentality and women are not seen as sufficient there. In this study, the inequality experienced by women has been mentioned, the institution of mukhtar has been clarified, our first female headman, Gül Esin, and examples of female headmen from our country have been given. Finally, the solution of equal representation of women and the effect of participation in politics on women's lives have been clarified.
